The City of Williamsburg, VA, is seeking contractors to bid on the interior and exterior cleaning, repair and recoating of two existing elevated storage tanks and one ground storage tank—a project budgeted at $400,000.
Bids are due March 19.
Scope of Work
The project involves the cleaning, repair and painting of the Jamestown and Magruder Elevated storage tanks and the City Shop Ground Storage Reservoir.

Interior wet surfaces of all tanks will be completely pressure washed and power-tool cleaned to bare metal in all areas requiring repair. Contractors will be given the option of abrasive blast-cleaning to near-white standards before paint application.
All areas where grinding is performed after primer paint been applied will require power tool cleaning to bare metal and spot priming before rusting application.
Existing coatings of the valve and piping contain lead and will require containment.
Exterior surfaces will be cleaned of all contaminants by power wash cleaning, soft bristle broom, and followed by potable water rinse.
The exterior paint will be applied by brush and roller or spray painting. All rivet heads, weld seams, or joints will be worked with a brush to prevent irregularities. Vents and overflow screens, ladder safety equipment, and miscellaneous radio and antenna equipment will require protection from abrasive blasting and paint overspray.

The exisintg coatings include lead. The 500,000-gallon Jamestown tank was last blast-cleaned and coated in 1995.

Upon completion of coating, each tank will require thorough cleaning and disinfection by use of a concentrated chlorine solution.
About the Structures
The Jamestown and Magruder Elevated Storage Tanks each have a 500,000-gallon capacity. The City Shop Ground Storage Tank has a capacity of 1 million gallons.The tanks were last abrasive blast cleaned and painted in 1995.
According to the City of Williamsburg, the utility's water and sewer infrastructure consists of roughly 50 miles of water and sewer lines serving nearly 4,000 accounts.
