Bidding Open to Paint 3 CT Tanks

The South Central Connecticut Regional Water Authority is seeking contractors interested in cleaning and recoating three existing ground storage tanks located in the towns of North Branford, Ansonia and West Haven, CT.

The South Central Connecticut Regional Water Authority is seeking contractors interested in cleaning and recoating three existing ground storage tanks in CT.

The project includes cleaning and recoating interior and exterior surfaces of the 3.34-million-gallon North Branford Tank and the 1.2-million-gallon Fountain Lake water storage tank, as well as the interior surfaces of the 1.91-million-gallon Shingle Hill No. 2 water storage tank.

A mandatory pre-bid meeting will take place on Sept. 2. Bids are due Sept. 17.

Scope of Work

The contractor will completely remove and reapply the existing interior and exterior coatings of the 110-foot-diameter by 47-foot-high North Branford tank and the 50-foot-diameter by 84.5-foot-high Fountain Lake tank, as well as the interior coatings of the 65-foot-diameter by 80-foot-high Shingle Hill No. 2 tank.

Interior surfaces will first be abrasive blast-cleaned to a Near White finish (SSPC-SP10). Then, interior tank surfaces below the roof, including the floor, shell and exterior surfaces of all pipes, will be coated with a two-component 100% solids epoxy system, with a stripe and prime coat of high-build two-component epoxy. Remaining interior surfaces will be coated with a stripe coat, full prime coat, full intermediate coat and full finish coat of two-component polyamide or equivalent epoxy.

Exterior surfaces will first be abrasive blast-cleaned to a Commercial finish (SSPC-SP 6) and then coated with a stripe coat, prime coat and intermediate coat of two-component epoxy and two finish coats of two-component aliphatic polyurethane.

The contractor has the option to use traditional abrasive blasting and containment methods for exterior surfaces, or to use a robotic portable blast cleaning system and water injection blasting with corrosion inhibitor.

The existing mixing system in the Shingle Hill Tank will be removed prior to preparation and painting. It will be reinstalled after the interior repaint has been completed.

Due to proximity of other structures and for nuisance dust control, Class 1A containment will be required for all three tanks as outlined in SSPC Guide 6.

According to a December 2014 inspection report prepared by Infrastructure Technologies, Inc., the 1973-built North Branford tank was previously painted in 1993 at which time lead-containing coatings were removed by abrasive-blasting. The recoating of that tank is estimated to cost between $1,273,300 and $1,647,800.

The Fountain Lake tank, which was built in 1998, is not considered at risk for lead-based coatings and is estimated to cost between $564,553 and $730,598 for a full recoat.

A May 2014 inspection report for the Shingle Hill No. 2 tank prepared by the Utility Services, Co. lists the tank as being built in 1960, but does not give a cost estimate to reapply the interior coatings.
