The USACE, Little Rock District, is seeking Small Businesses (SB), 8(a), Small Disadvantage Business (SDB), Woman
Owned Business, Service-Disabled Veteran Owned Small Business (SDVOSB),
or HUBZone prime contractor business sources to repair bus ducts at the Bull Shoals Powerhouse. SSPC-QP 1 and QP 2 certification is required.
The project includes recoating the interior and exterior surfaces of all (15) 16 ft x 2 ft x 2 ft steel electrical bus ducts. The steel will be power-tool cleaned to SSPC-SP 3 or brush-off abrasive blast-cleaned (SSPC-SP 7) and recoated with a zinc-rich moisture cured urethane primer (SSPC-Paint 40 Type II) and two coats of moisture-cured polyurethane finish (SSPC-Paint 38).

This purpose of this announcement is to conduct market research for developing a procurement strategy for a possible upcoming opportunity entitled, "Repair Bus Ducts at the Bull Shoals Powerhouse, Bull Shoals Lake, Marion County, Arkansas." Information obtained from industry, will be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND NO CONTRACT SHALL BE AWARDED FROM THIS SYNOPSIS. The purpose of this synopsis is to gain knowledge of interest, capabilities and qualifications of various members of industry and not to be construed as a commitment by the Government, implied or otherwise, to issue a solicitation or award a contract. If the Government does issue a solicitation, it will be assigned a Procurement Identification Number such as W9127S-12-R-XXXX. The Government must ensure there is adequate competition among the potential pool of responsible contractors. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this notice is to measure the interest of Small Businesses (SB), 8(a), Small Disadvantage Business (SDB), Woman Owned Business, Service-Disabled Veteran Owned Small Business (SDVOSB), or HUBZone prime contractor business sources and their size classifications relative to the North American Industry Classification System (NAICS) code of 237990 "Other Heavy and Civil Engineering Construction" (Size Standard of $33.5 Million) for the subject opportunity.The U.S. Army Corps of Engineers, Little Rock District, is conducting market research for development of a procurement strategy for a possible upcoming opportunity entitled, "Repair Bus Ducts at the Bull Shoals Powerhouse, Bull Shoals Lake, Marion County, Arkansas. Repair 15kV Transformer Feed Bus Duct BanksWork on the Bull Shoals bus ducts and transformers shall include all of the labor, materials and oversight to paint, rehabilitate and/or replace fifteen (15) electrical bus ducts fabricated of steel sheets, each approximately 16 ft high by 2 ft wide and 2 ft deep, located at Bull Shoals Dam, Arkansas. A summary of the scope of work is as follows. Replace bus duct 4A in like kind from the transformer to the slab in its entirety Test for function and air leak test the new portion of duct 4A. Prepare interior and exterior of all bus ducts (1A, 1B, 1C, 2A, 2B, 2C, 3A, 3B, 3C, 4A, 4B, 4C, 5A, 5B, 5C) for paint and new seals; treat and remove all rust. Surface preparation of the rusted areas shall be per Society of Protective Coatings (SSPC) standard SSPC SP3 "Power Tool Cleaning" with the option of SSPC SP7 "Brush-off blast Cleaning"; The contractor shall replace all bus duct seals from the transformer to the slab. All bare areas should be primed with SSPC Paint 40 Type II "Zinc-Rich Moisture Cure Polyurethane". Apply two full topcoats of SSPC Paint 38 "Single Component Moisture Cure Weatherable Polyurethane Topcoat" to the interior and exterior of each bus duct. Test to verify all bus ducts are air tight.Please provide a Statement of Capability (SOC) stating your skills, experience, and knowledge to perform the specified type of work. REQUIREMENTS: Provide the following in response to this sources sought synopsis: 1. Two (2) examples of same or similar past experience projects of repair and painting of electrical bus ducts. Examples should include the following information: a. A description of the work;b. Dollar amount of the work;c. Location of the workd. Contact information for the past experience project.2. Provide your company's name, address and CAGE code and/or DUNS number3. A copy of current SSPC QP 1 and SSPC QP 2 Certifications.
