$85M Bridge Rehab Contract Awarded

A Pennsylvania contractor will be performing the rehabilitation of the Liberty Bridge following an award from the Pennsylvania Department of Transportation.  

Joseph B. Fay of Tarentum, PA, beat out three other contractors with a low bid in the amount of $85,440,294. The company will oversee the rehabilitation, cleaning, and recoating of all structural steel surfaces on the bridge and approaches.

Additional bids comprised of $85,543,227 by Trumbull Corporation; $93,918,764 by Brayman Construction; and $94,463,146 by Mascaro Contracting, L.P.

The bid was estimated between $75,000,000 and $85,000,000.

Bids were due June 25.

Scope of Work

The 87-year-old Liberty Bridge is a 26-span, 2,663 foot-long cantilever viaduct structure over the Monongahela River.

The contractor will oversee abrasive blast-cleaning to a Near White finish (SSPC-SP 10), test for soluble salt with chloride remediation as needed, and recoat with a three-coat organic zinc-epoxy-urethane system.

The work will also include application of an acrylic coating to 7,880 square feet of concrete retaining wall surfaces. The contractor will provide 5,332 square yards of penetrating sealant protective coating application for reinforced concrete superstructure and substructure surfaces.

The project also includes 3,901 square yards of epoxy resin protective coating application and coating of existing galvanized sign structures.

The bridge's existing coatings contain hazardous materials such as lead, cadmium, chromium and hexavalent chromium, which will be disturbed and removed during surface preparation. Containment according to SSPC-Guide 6 and waste disposal according to Guide 7 will be required.

Joseph B. Fay is not a QP1 coating contractor and will hire sub to complete surface preparations and coatings. I dont understand why the sub contractor is not mentioned. Isn't this Paint Square?
