Bids Sought for $2.5M Penstock Coating

The City of Tacoma, WA, is soliciting bids for cleaning and recoating two municipal utility penstocks—a painting contract estimated at up to $2.5 million.

Scope of Work

Work is to begin in March on the project, which involves cleaning, surface preparation, and relining of the interior surfaces of two 1,350-foot-long penstocks (eight to 10 feet in diameter) at Tacoma Power’s so-called Cushman No. 2 facility, part of the utility’s Cushman Hydroelectric Project. Each penstock has about 40,000 square feet of steel surface.

The penstocks are located at Tacoma Power’s Cushman Hydroelectric Project.

Also included in the coating project are two 120-foot-long, 3.5-foot diameter vent stacks, scroll cases, and pressure relief valves. Each stack has about 1,320 square feet of steel surface.

The metal piping and appurtenances are lined with a coal-tar system that was applied in the 1930s and is now cracking and flaking. The vent stacks may have a lead primer; the scroll cases and relief valves do have a lead primer. SSPC-QP 2 certification is recommended, but not required.

Other Requirements, Options

The steel will be abrasive blast-cleaned to SSPC-SP 10 (near white) and lined with an elastomeric polyurethane system.

The base bid involves completing the project in two phases, with one penstock in 2012 and one in 2013. The contract includes an alternate for performing both stages at the same time.

A mandatory site visit Jan. 12 drew more than 20 contractors.
