Bids Sought for $3 Million Tank Rehab

The Anchorage (AK) Water and Wastewater Utility is inviting bids for painting and other improvements at the city’s Reservoir 4—a contract estimated at up to $3 million.

Bids will be opened March 15 for the project, which involves cleaning, recoating and installing a new cathodic protection system in an existing 10 million gallon welded steel water storage reservoir.

Historical photos show the reservoir’s freshly coated piping in 1984, a year after the tank was built.

The tank, 240 feet in diameter and 32 feet tall, was built in 1983 and coated in 1984; the exterior was repainted in 1999. The existing coatings do not contain lead.

Scope of Work

The project involves both interior and exterior painting.

On the interior, the project calls for abrasive blast cleaning to a near-white finish (SSPC-SP 10), to remove the existing vinyl liner. The entire interior will then be coated with either a 100% solids epoxy system or a three-coat epoxy system. Dehumidification will be required.

Exterior surfaces must also be abrasive blast cleaned to a near-white finish (SSPC-SP 10), to remove the existing zinc-epoxy-polyurethane system. A new zinc-epoxy-polyurethane system will then be applied.

The work will also include installation of 120 linear feet of new 30-inch HDPE piping, welding and other improvements.

Bidding contractors must have a full-time superintendent or coating specialist who has at least 10 years of experience. Contractors must also have a full-time superintendent or coating specialist who is NACE Coating Inspector Level 3 certified. This may be one or two individuals.
