The Pennsylvania Department of Transportation has awarded North Star Painting Co., of Youngstown, OH, a $4.2 million contract to rehabilitate the Parker Bridge over the Allegheny River.

North Star’s bid of $4,222,370.25 was the lowest of nine submitted for the project. The high bid was $6,982,570.25. PennDOT had estimated the project at between $5 million and $7.5 million.

Scope of Work

The project involves rehabilitating the four-span, 1,155-foot-long steel truss bridge over the Allegheny River. The project includes cleaning and coating about 245,000 square feet of structural steel surfaces. The steel will be abrasive blast-cleaned to SSPC-SP 10 (near white) and recoated with a three-coat organic zinc-epoxy-urethane system.

Built in 1934, the Parker Bridge carries about 2,200 vehicles daily.

The existing coatings contain lead; containment according to SSPC-Guide 6 and waste disposal according to Guide 7 will be required. The project also includes applying 2,955 square yards of an epoxy surface treatment to the bridge deck and applying 95 square yards of penetrating sealant to reinforced concrete surfaces.

The existing strip seal expansion dams will be replaced, damaged portions of the barriers and substructure repaired, and deteriorated structural steel members and rivets replaced as necessary.

Work on the state-funded renovation is expected to be completed in mid-November.

The bridge carries SR 368 over the Allegheny River in Perry Township (Clarion County) and Parker City Borough (Armstrong County). The structure was built in 1934 and handles about 2,200 vehicles daily.
