Engineering Bids Sought for Bridge Work

Multnomah County, OR, is seeking engineering services to provide a comprehensive coatings analysis, structural assessment and other evaluations for a forthcoming rehabilitation of the landmark Burnside Bridge in Portland.

The county will open bids May 31 for the engineering work, which will lay the groundwork for renovation of the bridge, a designated lifeline route that connects the east and west sides of Portland over the Willamette River in the heart of downtown. The bridge, one of 11 over the river, carries about 44,000 vehicles and 1,000 pedestrians and cyclists daily.

Scope of Services

The engineering work will include a comprehensive analysis and estimate of the bridge’s coating needs. That assessment should assume that the bridge has lead paint and that all existing paint will be removed before repainting. The task includes:

• Visually inspecting the paint on select structural steel of the bridge;

• Categorizing painting priorities for the structure;

• Determining whether the painting should be completed in one phase or multiple phases;

• Providing a technical memo on protective coating systems appropriate for each area, including a comparison of environmental impacts and longevity for each alternative; and

• Providing cost and time estimates for each phase of the project.

The work should also include a/an:

• Sidewalk assessment;

• Structural assessment;

• Assessment of the roadway barrier and lighting systems;

• Seismic review and recommendations;

• Evaluation of the beam bearings and backup generator; and

• Inspection of the main trunnion assembly, span drive machinery and enter lock machinery.

Bid Scoring

Per Multnomah County’s revised Sustainable Purchasing and Social Equity Policy, which took effect in February 2011, bids will be scored on the following basis:

• Project Approach, Understanding and Innovation – 35%

• Project Management – 10%;

• Qualifications of Team – 30%

• Sustainability (firm’s commitment to sustainable business practices) – 10%;

• Social Equity – 10%; and

• Employee Health Care and Other Benefits – 5%.

About the Bridge

Completed in 1926, the steel Burnside Bridge is 2,241 feet long.

The bridge was designed by Joseph Strauss as three structures: the East approach (with 15 spans totaling 849 feet); the 252-foot-long, five-lane, double-leaf bascule main span river crossing; and the 19-span, 604-foot-long West approach.

 The bridge’s main bascule span was rehabilitated in 2007. The concrete deck—one of the world’s largest for a bascule drawbridge—was rutted and cracked.

The bridge carries Burnside Street, which divides the city into north and south.

The bridge opens nearly every day from January through March, and more often during the rest of the year. June is the busiest month, with an average of 75 openings.

Hey, Tom, thanks. The RFP document written by Multnomah County says, "Completed in 1926 and located in the heart of downtown, this bridge connects the east side of the city to the west and is a designated lifeline route." Did we err somewhere?

The sentence "The bridge carries Burnside Street, which divides the city into north and south" appears to be correct, but the phrasing makes it easy to misread.
