About the Facility
Located on the windward side of Oahu, the Kailua Wastewater Treatment Plant was originally built in 1965 to serve Kailua town and surrounding communities. Regional treatment was implemented in 1994, when two other plants were converted to preliminary treatment facilities, and the Kailua facility was expanded to accommodate flows from these areas. Today, wastewater is conveyed via 26 pump stations and the two preliminary treatment facilities to the Kailua Regional WWTP, where it receives secondary treatment and UV disinfection. The treated effluent is discharged through the 48-inch Mokapu Outfall, which extends 5,083 feet offshore at an average depth of 110 feet. The plant has been operating since June 2009 under an extension to its National Pollutant Discharge Elimination System (NPDES) Permit, pending a review by the state’s Department of Health.
