Roof Coating Bids Sought for HI Plant

Honolulu County, on Oahu, HI, is inviting bids for reroofing the Kailua Regional Wastewater Treatment Plant.

The project involves cleaning, repairing, and coating the roof of the 2,600-square-foot plant operator’s building; water-jetting gutters; and applying a fluoropolymer finish to exterior exposed parapet surfaces.

In service since 1965, the Kailua Regional Wastewater Treatment Plant draws from 26 pump stations and two preliminary treatment facilities.

Bids will be opened Aug. 23; a pre-bid meeting was held July 30. No budget estimate for the project was released.

Project Details

The project includes:

• Complete preparation of the substrate;

• Applying concrete patching compound as applicable;

• Installing tapered insulation/recovery board in areas of existing roofing material removal;

• Installing the approved coating on all horizontal roof areas, interior and top parapet, upper exterior edge parapet, and some vertical surfaces of the exterior parapet; and

• Installing the roofing system around roof penetrations and curbs.

A minimum 20-year full system and labor warranty is required.

About the Facility

Located on the windward side of Oahu, the Kailua Wastewater Treatment Plant was originally built in 1965 to serve Kailua town and surrounding communities.
 
Regional treatment was implemented in 1994, when two other plants were converted to preliminary treatment facilities, and the Kailua facility was expanded to accommodate flows from these areas.
 
Today, wastewater is conveyed via 26 pump stations and the two preliminary treatment facilities to the Kailua Regional WWTP, where it receives secondary treatment and UV disinfection.  The treated effluent is discharged through the 48-inch Mokapu Outfall, which extends 5,083 feet offshore at an average depth of 110 feet.
 
The plant has been operating since June 2009 under an extension to its National Pollutant Discharge Elimination System (NPDES) Permit, pending a review by the state’s Department of Health.
