A Florida painting contractor has bested 14 other bidders to win a $1.5 million contract to clean and recoat West Virginia’s David Morgan Memorial Bridge over the Monongahela River.
The West Virginia Department of Transportation accepted the low bid of $1,537,220 by Seminole Equipment Inc., of Tarpon Springs, FL. The highest of the 15 bids totaled $6,942,391.60.
Scope of Work
The project involves cleaning and recoating 2,265 tons of structural steel on the David Morgan Memorial Bridge, 1,104 feet long and 46.5 feet wide, over the Monongahela River in Fairmont, WV. Commonly known as the Third Street Bridge, the David Morgan Bridge was built in 1979.

The existing coatings contain lead; containment is required. The steel will be pressure-washed; tested for soluble salts with remediation as needed; abrasive blast-cleaned to SSPC-SP 10 (near white); and coated with an organic zinc-rich primer, an epoxy intermediate and a polyurethane finish.
